He blasted the "dangerous" and "reckless" resolution passed by Congress that, "if signed into law, would put countless Americans into danger, very grave danger".

Twelve Republicans joined the Democrats in voting for the resolution, saying that Trump is circumventing Congress's enumerated power of the purse to appropriate funds and using them as he pleases.

Indeed, Trump had telegraphed his plan to proceed with additional wall spending on Thursday, minutes after the Senate voted 59-41 to block it.

The border wall project still faces a variety of legal challenges, and despite Trump's veto, House and Senate votes against the emergency declaration could carry some weight in the courts.

"It is definitely a national emergency; rarely have we had such a national emergency", he insisted.

The president has said he wants a wall to prevent immigrants from crossing into the United States illegally.

House Speaker Nancy Pelosi called Trump's veto a "lawless power grab", and railed that, even after both chambers tried to stop him, Trump "has chosen to continue to defy the Constitution, the Congress and the will of the American people". Trump tweeted about the political advantage he expects those who supported him will receive. Mitt Romney, R-Utah, told reporters.

Following the veto, the resolution will return to the House. "Think of that", he said.

Trump's national emergency declaration almost a month ago is paired with a number of executive actions created to make approximately $8 billion of funding available to begin construction on a wall along the southern border. He cited "thousands and thousands" of gang arrests and claimed numerous asylum seekers released into the USA were "stone-cold killers", ignoring data that shows immigrants are less likely to commit crime.

The wall was a signature campaign issue for Trump, but he was never able to deliver on his promise to make Mexico pay for it, and the issue languished during his first two years in office. He noted, correctly, a spike in the number of people coming to the border to claim asylum.

Congress declined and the result was the longest shutdown in us history.
