Trump Tries to Cut Spending, Dems Say Budget 'Cruel,' Dead on Arrival

The budget also calls for $8.6 billion for the completion of a wall to secure the southern border. Medicaid provides health care for poorer Americans, and Medicare provides health care for the elderly.

U.S. Rep. Jim McGovern, D-Worcester, argued that the president's budget proposal seeks to "finance his tax giveaway to big corporations and those at the top by going after Medicare, Medicaid and Social Security".

The delivery of Trump's proposed budget begins an entirely predictable and cynical sham fight in Washington. House Speaker Nancy Pelosi called his cuts "cruel and shortsighted ... a roadmap to a sicker, weaker America".

For one thing, presidential budget proposals stopped being serious documents years ago, perhaps decades ago, so, er ... why the hell not? Some economists, though, say the bump from the tax cuts is waning, and they project slower economic expansion in coming years. Perhaps stung by accusations of having abandoned his campaign promises on national debt, Trump has outlined significant cuts to federal spending outside of national-security areas.

Trump's budget is expected to be rejected by Congress, where Democrats control the House of Representatives.

In total, cuts included in the Trump administration's 2020 budget would amount to $2.7 trillion over the next decade, according to acting Office of Management and Budget Director Russ Vought.

"In the midst of a prolonged rural recession and crop damage from devastating weather events, we should be having a conversation about how to strengthen and improve crop insurance, not weaken the policies that so many of America's farmers rely on", a coalition of seven crop insurance groups said.

The president's budget proposal was a stark reminder that his political base is his most important audience. "Taxpayers First", Trump's was panned by some fiscal watchdogs as more piling on of debt by Trump with no course correction in sight.

"I think the American people want to see a President who dares to ask federal agencies to do more with less", Aderholt said. She warned the debt load will lead to slower income growth and stalled opportunities for Americans.

A large portion of the funding - $140 million - would go to the CDC to improve diagnosis and testing for HIV in areas of the US where the virus is continuing to infect people not getting proper treatment.

The budget request would cut Education Department funding by 10 percent while expanding money for school choice, school safety and apprenticeship programs.

That proposal died on the vine as Congress became preoccupied with other issues and Trump failed to advocate for it.

Trump increased his requests for border wall funding given the crisis that is occurring there, in his view; it remained at $5.7 billion throughout the recent government shutdown and since.

By refusing to raise the budget caps, Trump is signaling a fight ahead.

"I would agree it is one of the largest drivers - I might even agree that it is the biggest - but when I say that I'm trying to avoid conceding the fact that we have not dealt with our discretionary problem and that in many ways is how you start as a country getting a hold of your fiscal challenges by identifying the waste and abuse and the inefficiencies in the votes that members take every single year", said Vought. The White House would double down on the 2017 tax cuts by making temporary rate reductions permanent. One outside Trump adviser said the president is not that anxious that legislation undoing his February 15 emergency declaration will nearly certainly pass the Senate this week with at least some Republican votes.
