Fugitive billionaire Nirav Modi wanted in Rs. 14,000 crore Punjab National Bank scam case, being spotted in London, is a shot in the arm for the opposition which slammed the Centre for its "failure" to bring back the accused to justice while he apparently thrived elsewhere.

A spokesman for India's foreign ministry said the government knew that Modi was in London. "We have made a request for extradition, it is for the United Kingdom government now to consider our request and respond to the demand of the CBI and ED for extradition", said the MEA spokesperson.

In July a year ago, the worldwide police agency Interpol issued a Red Notice for Nirav's arrest following India's request.

According to The Telegraph, Nirav is now involved in a new diamond business run from an office in Soho, a few hundred yards from his new flat in West End.

The ED and the CBI are investigating Modi, his uncle Mehul Choksi and others for alleged money laundering and corruption to perpetrate the alleged scam in the Brady House branch of the PNB in Mumbai that was unearthed previous year. He added that all necessary steps are being taken for his extradition.

Interpol red notice's is a request sent to police across the globe to find and arrest someone "pending extradition, surrender, or similar legal action".

A source told the Telegraph that he had been given a National Insurance number, meaning he can legally work here, and has used British bank accounts. Sporting a beard, a pink shirt and what the newspaper described as an "ostrich leather" jacket, Modi was confronted by a reporter.

The Telegraph said Nirav Modi walks his dog from his home to his new office every day.

The diamond tycoon is seen walking down the streets of London, repeatedly saying "sorry, no comment" to questions by a Telegraph reporter on his extradition status, how long he intends to stay in London and about his business partners.
