The Committee also voted to release all investigative transcripts to the public in order to provide us "with greater transparency and insight into Russia's operations and the USA government's response". Republicans ended that probe in March, concluding there was no evidence of conspiracy or collusion between Russian Federation and Trump's presidential campaign.
House Democrats will expand their Russian Federation investigation to include inquiries into whether President Donald Trump, his family or his business has ever been subject to financial leverage or coercion by foreign governments during or since the 2016 election.
Schiff told reporters this will "allow us to investigate any credible allegation that financial interests or other interests are driving decision-making of the president or anyone in the administration".
Schiff has significant power to escalate the Trump-Russia investigation, along with launching probes into other parts of Trump's campaign and presidency.
Schiff also confirmed that closed-door testimony by Michael Cohen, Trump's former lawyer and fixer, has been delayed to February 28 but didn't comment on why.
"For the last two years, the Republican majority has essentially been missing in action when it comes being a coequal branch of government", Schiff said today, promising that Democrats are "not going to be intimidated or threatened" by Trump's warnings against the Democrat-led investigations.
The Intelligence panel previously agreed to send Mueller the closed-door testimony of Roger Stone, a long-time confidant of Trump.
"We're going to do our proper oversight", Schiff told reporters after the intelligence panel's first meeting, which was closed.

He will be an unrestricted free agent in 2019 as he signed a one-year qualifying offer with the Cavs in the 2018 offseason. Baldwin, the No. 17 pick by the Memphis Grizzlies in 2016, has mostly played a deep reserve role for Portland.
In December, Cohen was sentenced by a federal judge in Manhattan to three years in prison for crimes including orchestrating hush payments to women in violation of campaign laws before the 2016 election.
Stone pleaded not guilty to charges last month that he lied to the House panel about his discussions during the 2016 election about WikiLeaks, the anti-secrecy group that released thousands of emails stolen from Democrats.
The committee chair said he ultimately wants the testimonial transcripts released to the public.
In the previous Congress, Schiff tried to send the unredacted transcripts to Mueller, but was stifled by Republicans, who said that Mueller's office had not requested them, CNN noted.
Trump's former fixer is a central figure in special counsel Robert Mueller's investigation into possible coordination between Russian Federation and Trump's presidential campaign.
Republicans on the panel issued a joint statement just before the meeting saying that the intelligence agencies' ongoing review is "an unacceptable delay" and Democrats should vote to publish all of the unclassified transcripts immediately.
Democratic lawmakers have previously cast doubt on the congressional testimony of the president's oldest son, Donald Trump Jr., and his son-in-law and senior adivser, Jared Kushner, among others.
