According to the January 15 indictment, recruiters helped at least 600 "foreign citizens to illegally remain, re-enter and work in the United States and actively recruited them to enrol in a fraudulent school as part of a "pay to stay" scheme".
According to ICE, between February 2017 and January 2019, the defendants, a group of foreign citizens, conspired with each other and others to facilitate hundreds of foreign nationals in illegally remaining and working in the USA by actively recruiting them to enroll into a metro Detroit private university that, unbeknownst to the conspirators, was operated by HSI special agents as part of an undercover operation.
The Indian government said the students could have been tricked into enrolling. "By Monday we will have access to nearly all our students", Mr Shringla said. Undercover Homeland Security agents were working as university officials from 2017, tracking down and identifying alleged violators.

"Rather, their intent was to fraudulently maintain their student visa status and to obtain work authorization under the CPT (a course-related curricular training programme that allows off-campus work authorization for foreign students)".
