Intel: How McConnell is forcing Democrats to side with Trump on Syria

President Donald Trump defended his plan to withdraw US troops from Afghanistan and Syria on Friday after the Republican-controlled Senate issued a rare rebuke to the president on the issue Thursday. "And it is incumbent upon the United States to lead, to continue to maintain a global coalition against terror, and to stand by our local partners who are engaged in a daily fight against the terrorists", McConnell said. In warning against the withdrawal, the Senate argues with that claim.

The Senate voted 68-23 to rebuke a "precipitous withdrawal" from the two countries.

Most of the Democratic senators running or considering running for president in 2020 voted against advancing the legislation, though Ohio Sen. Forty-three Republican senators voted against the president's position.

But for some of them, it was a complicated vote.

The procedural vote needed 60 yeas, and senators voted to end debate on the amendment in bipartisan fashion. Ben Cardin, a Maryland Democrat who's a senior member of the Foreign Relations Committee. "That's more than most countries spend for everything".

The potential impact of Thursday's vote was similarly uncertain, since the amendment McConnell offered was non-binding and there has been no indication of when, if ever, the broader Middle East security bill would come up for a House vote. Dianne Feinstein, who backed the legislation.

"I inherited a total mess in Syria and Afghanistan, the "Endless Wars" of unlimited spending and death", Trump wrote Friday on Twitter. It is the job of Congress to responsibly end these military interventions and bring our troops home, not to come up with more reasons to continue them, as this amendment does.

"I guess some Senate Democrats didn't want to vote on these important subjects".

The amendment has no real impact on policy, but signifies the broad opposition even in Trump's own party to a rapid removal of United States troops from Syria, which the president announced in December. Former White House Chief of Staff John Kelly, former Defense Secretary Jim Mattis, and H.R. McMaster, former National Security Council adviser, repeatedly warned Trump not to make a swift withdrawal from the Middle East.

As of mid-January the Pentagon had pulled back some equipment, though no troops.

Trump has also ordered the military to develop plans to remove up to half of the 14,000 USA forces in Afghanistan. ISIS and al Qaeda have yet to be defeated. "Nobody knows what it is, but it's ugly", the Louisiana Republican said. McConnell's Kentucky colleague, Republican Sen.
