Trump has floated the idea of a national emergency before, something that would receive opposition from Democrats and some Republicans.

The White House held a conference call with Cabinet department financial officers late Friday to discuss the resumption of government operations. "The case for National Security has been greatly enhanced by what has been happening at the Border & through dialogue". The White House later confirmed Trump had signed it into law.

Still, Republican Senator Susan Collins of ME said that "absolutely nothing" was accomplished by the government shutdown and that it shouldn't be used in future to achieve policy goals.

Trump, in agreeing to the end of the government closures, threatened a new government shutdown in mid-February if he can not reach a border security deal with Congress or to declare the national emergency and build the wall with unspent funds it has found throughout the government and without congressional authorization.

The White House and Democratic lawmakers have been accusing one another of pettiness since Pelosi raised doubts about the speech. Still, North Carolina's House speaker, Tim Moore, invited Trump to deliver the speech in the North Carolina House chamber.

As part of the deal with congressional leaders, a bipartisan committee of House and Senate lawmakers was being formed to consider border spending as part of the legislative process in the weeks ahead. Asked if she thought Trump and his people realized her power over something as traditional as the SOTU, she said, rather dismissively, "I don't spend a lot of time sussing out what they know".

He says Trump agreed to reopen the government for three weeks to give Democrats a chance to negotiate. His favorability ratings plummeted and he faced a near rebellion from GOP senators, who bluntly told Vice President Mike Pence a day before Trump yielded that it was time to end the standoff.

Trump argued on Sunday that illegal immigration was costing the country tens of billions of dollars a month, although it was not clear on what data he was basing his estimate.
