Both sides are trying to gain an edge amid an 18-day government shutdown.

Democrats have not requested a steel barrier. "We need a solution now", Mr Perdue said. But he made no mention of such a declaration Tuesday night.

There may be a crisis in the government's inability to handle a record high number of families crossing the border and legally claiming asylum.

The partial shutdown started on December 22 when funding for many federal agencies expired and the US president refused to sign any spending measure from the Congress that did not include Dollars 5 billion for his US-Mexico border wall. In the run-up to the midterm elections, the President used campaign rallies to warn of the threat of an "invasion" by a caravan of migrants moving north through Mexico towards the U.S. border. "But all Americans are hurt by uncontrolled illegal migration".

With his use of a formal White House speech instead of his favored Twitter blasts, Trump embraced the ceremonial trappings of his office as he tries to exit a political quagmire of his own making.

On Thursday he heads to the south-western border. There has been little compromise, with Trump saying he "would look foolish" if he accepted a deal from Chuck Schumer.

"If his past statements are an indication, (the speech) will be full of malice and misinformation", House Speaker Nancy Pelosi and the senior Democrat in the Senate, Chuck Schumer, said in a statement.

Mr Schumer accused Mr Trump of trying to "govern by temper tantrum".

Tonight - and throughout this debate and his presidency - President Trump has appealed to fear, not facts. "Division, not unity", the NY senator said.

"Devoid of any facts, the President continues to tout the lie that a wall is the only way to secure our border - it's not".

Popcorn tubs came out, the jokes wrote themselves and one of Karl Marx's most quoted statements - that history repeats itself, "the first as tragedy and then as farce", is trending on talk shows during Trump's first Oval Office address as president.

It seems unlikely that the president said anything on Tuesday that will move the needle with the public at large. Tomorrow the president meets with his party members at the Capitol.

Already there are signs of cracks in the president's support in Congress, however. But in the most recent test, it did not work.

What's the reality at the border?

Democrats and other opponents of a border wall had threatened to take legal action if Mr Trump issued the order.

His most loyal supporters would have loved it.

Congressional Democrats bashed Trump in advance of his speech during an appearance at Newark airport.

Her fellow Republican senators, Susan Collins of ME and Cory Gardner of Colorado, issued similar appeals last week.

The precariousness of Trump's shutdown position has been evident in his dizzying rhetoric over the last month.

But even if he doesn't ultimately get the wall, Mr Trump could say to his supporters he tried.

Trump had spent days mulling declaring a state of emergency along the border that would have given him powers to bypass Congress, which has so far refused to fund the wall project, and draw funds from the military to build the border barrier.

It would also be certain to be challenged in court, likely turning into a long legal battle without an immediate victor.

Some two dozen Republicans are expected to cross over this week and vote for the Democratic bills to re-open government, said a GOP aide who was not authorized to speak publicly.
