In early November, Bolsonaro said he meant to follow the example of US President Donald Trump and move Brazil's embassy to Jerusalem.

Speaking in the capital Brasilia, retired army general Augusto Heleno said there were, however, other considerations to take into account, and as such, Bolsonaro had still not made up his mind.

In an apparent response to fears of the farming businesses in the agriculturally-rich country that an embassy move may threaten their $1 billion in meat exports to Arab markets, the newly-elected leader rowed back his pledge within days, insisting: "it is not yet decided".

"Depending on what might happen in the world, who knows if we might have to talk about [a USA base] in the future", the 63-year-old far-right president, who assumed office on January 1, told SBT television in an interview.

On Friday, asked by journalists in Brasilia about his openness to hosting a United States base, Bolsonaro said: "I have the American people as a friend".

Although Bolsonaro won election on promises of liberalizing Brazil's economy, including through privatizations and foreign investment to cut public debt, he is also against core Brazilian state assets falling into foreign hands.

Israeli Prime Minister Benjamin Netanyahu travelled to Brazil for Bolsonaro's January 1 inauguration, and after the pair met Netanyahu said that Bolsonaro told him that moving the embassy was a matter of "when, not if".

Bolsonaro had wavered on the embassy move after saying in early November he meant to go through with it.

Bolsonaro, who took office New Year's Day, has said he also plans to issue a presidential decree that would make it easier for Brazilians to legally own guns.

The same shake-up could be extended to other ministries, he said.

He added: "My move toward the United States is economic, but it could be military as well".

The state's governor belongs to the Workers' Party, which is now the left-wing opposition following Mr Bolsonaro's ascent to power.

In the letter, the Chinese president says that, since China and Brazil established their relations 44 years ago, "the ties between the two countries resisted the global scenarios and developed in an integrated and deep manner". He did not give further details.

One of Guedes' top allies, fellow free-market economist Roberto Castello Branco, was due to be sworn in later on Thursday as the new chief executive of Brazil's Petroleo Brasileiro SA.
