South Korea says North Korean leader Kim Jong Un is expressing his strong resolve to visit Seoul.

Details are still scant, but North Korean leader Kim Jong-un has reportedly sent a "conciliatory message" to President Trump on the subject of the nuclear talks. With worldwide sanctions squeezing the country's trade flow and cash supply, any clues about the North Korean economy or Kim's growth strategies will be closely examined.

Kim highlighted recent exchanges with socialist countries, speaking on his trips to China and the Cuban president's visit to North Korea.

In a tweet, Moon described the letter as "warm" and thanked Kim for sending it. But the US maintains it will keep sanctions in place against North Korea.

South Korean President Moon Jae-in posted on Facebook that Kim was open to holding more talks and that he had "redefined his standpoint in actively carrying out agreements in the inter-Korean summit as well as the U.S".

"The New Year's Day speech will likely address implementation of peace and prosperity, the denuclearization issue and maintaining the inter-Korean relations", South Korean Unification Ministry spokesman Baik Tae Hyun told a briefing.

Moon's office said Kim also expressed regret that he couldn't make a planned visit to Seoul, South Korea's capital, by the end of December as pledged by the leaders during their last summit in September in Pyongyang, the North Korean capital.

The tweet also included a photo that showed a ruby-colored folder emblazoned with the seal of Pyongyang's powerful State Affairs Commission and the top part of Kim's letter, which started with: 'Dear your excellency President Moon Jae-in. North Korean state media said the removal of the U.S.'s nuclear weapons from the region was a condition of its own disarmament, raising the stakes for Trump's efforts to hold a second summit with Kim.

Kim and Moon met three times in 2018 and have made a series of goodwill gestures as well as vowing to resume economic cooperation when possible.

The letter comes days before Kim is expected to address North Koreans in a New Year's speech that North Korean leaders traditionally use to announce major policy decisions and goals. The two sides have clashed over the pace and sequence of talks, with North Korea demanding relief from global sanctions and the USA seeking more steps toward disarmament.

During Moon's visit to Pyongyang in September, Kim promised to pay a return visit to Seoul "at an earliest date", sparking speculation that he may visit by the end of this year.
