The president's observation that federal workers are more Democratic than Republican serves no argumentative goal; it is, ostensibly, a mere expression of exasperation at his rivals' perseverance (one reminiscent of another infamous spoiler of the Christmas season). He has repeatedly threatened to cut off USA aid to countries that he deems have not done enough to combat illegal immigration, but thus far he's failed to follow through. Experts have warned that cutting off aid money to El Salvador, Guatemala and Honduras could actually exacerbate the problem by worsening the poverty and violence that push many migrants to leave those countries.

And it is Congress, not the president, which appropriates aid money.

Drew Hammill, spokesman for Pelosi said Democrats will not fund Trump's "immoral, ineffective and expensive wall".

In Mexico, President Andres Manuel Lopez Obrador sidestepped Trump's threat, telling journalists: "We don't want to be imprudent and we don't think we should get into this".
