The Capitol was quiet, after lawmakers went home with Congress still at an impasse over Trump's demands for billions of dollars to build a wall along the US-Mexico border.

Amtrak, a federally owned corporation rather than a government agency, will be open.

Another Democrat, Senator Chris Coons, said on CBS that now "there is frankly no path towards his getting $5 billion in American taxpayer money to meet his campaign promise of a ´big, handsome wall´ with Mexico".

"No private business or company would be permitted to impose on or disrupt the lives of their employees in such a manner", the Federation said in letters to the Senate and House of Representatives.

"Listen, anything can happen", Senate Majority Leader Mitch McConnell told reporters after he closed the Senate's rare Saturday session hours after it opened.

"The ball is in the Senate's court", acting White House chief of staff Mick Mulvaney said.

Governor Ralph Northam of Virginia - a state bordering the U.S. capital that is home to many federal workers - urged Trump in a letter Saturday to push immediate action to end the shutdown, saying it "inflicts real harm" on workers.

USA lawmakers headed home for Christmas leaving the government partially shut for a third day Monday in an impasse over President Donald Trump's demand for border wall funding, a standoff which the White House budget director said may continue until a new Congress takes over in January.

Despite the disruption, Trump has appeared to savour the prospect of a shutdown over the wall for months.

Trump has spoken of the wall along the US-Mexico border since he began his presidential campaign and has been insisting that Congress sanction funds for the same.

A spokesman for Senate Democratic leader Chuck Schumer told CNN Sunday that "if Director Mulvaney says the Trump Shutdown will last into the New Year, believe him - because it's their shutdown".

Some national parks have shuttered completely, but New York's governor provided funding to the Statue of Liberty monument and Ellis Island so those attractions could remain open.

Democrats officially take over the House on January 3 for the 116th Congress, and some Republicans see this as their last real shot at getting funding approved for the wall.

In fact, virtually every essential USA government agency, like the Federal Bureau of Investigation, the border patrol and the coast guard, will remain open. Airports will continue operating. The first two took place in the winter of 1995 to '96, when a GOP-led Congress vowed to balance the federal budget through the Republican Party's "Contract for America". Those who are considered to be essential employees are reporting for duty, but are working for no pay.

The Transportation Security Administration will be on the job to screen passengers, and Federal Aviation Administration air traffic controllers will be directing planes.

In a 1995-96 political battle, Democratic president Bill Clinton bested Speaker Newt Gingrich and his band of budget-slashing conservatives, who were determined to use a shutdown to force Clinton to sign onto a balanced budget agreement.

Those being furloughed included almost everyone at NASA and 52,000 workers at the Internal Revenue Service.

Earlier this week, he said: "This is our only chance that we'll ever have, in my opinion, because of the world and the way it breaks out, to get great border security".
