GOP chairmen, who are about to lose power in the new Congress in January, are trying to bring Mr. Comey to Capitol Hill to explain his decisions related to the 2016 election, particularly investigations into Hillary Clinton's use of her personal email and the probe into Russian activities during the campaign.

Kennedy said Comey only wants to testify publicly to get attention and increase his brand, so he can charge more for speaking engagements.

Attorneys for the US House called Comey's request "so extraordinary and frivolous that, as far as undersigned counsel is aware, no district court in the history of the Republic has ever granted such a request".

The former Federal Bureau of Investigation director previously said he would "resist a "closed door" testimony because he has seen enough of Republicans' "selective leaking and distortion".

"Don't do it in a dark corner and don't do it in a way where all you do is leak information", said Comey's attorney, David Kelley.

"It appears Mr Comey believes he deserves special treatment, as he is the only witness refusing to either appear voluntarily or comply with a subpoena", Goodlatte added.
