The announcement that the remaining 27 EU leaders had backed the plan came in a tweet from European Council president Donald Tusk barely 40 minutes after the meeting started.

After threatening to veto the Brexit agreement and boycott Sunday's EU Summit, Spanish Prime Minister Pedro Sanchez announced on Saturday that he will back the Brexit deal.

Northern Ireland's Democratic Unionist Party (DUP), which props up May's coalition government with 10 MPs, has also indicated it will vote against the deal.

British Foreign Secretary Jeremy Hunt said Sunday that the United Kingdom faced "very big risks" if the deal was rejected, according to the Reuters news agency.

After agreeing the U.K.'s divorce terms at a special summit in Brussels, European leaders warned British politicians they will not get a better deal if they reject the offer on the table because there is no "plan B".

Portugal's foreign minister is in support of the Brexit deal including Spain's request to have its say on the future of the disputed British territory of Gibraltar.

In her letter, May urged Britons to start a new era of political unity when it leaves the European Union on March 29, 2019 and set aside the bitter fighting provoked by Brexit.

"We have worked through the withdrawal issues for Gibraltar in a constructive and sensible way", she said.

The backstop "will put Northern Ireland under swathes of European Union laws with no say for anyone in Belfast or London (and create) a trade border down the Irish Sea", deputy DUP leader Nigel Dodds told the conference.

A short political declaration that accompanies the text sets out hopes for future security and trade ties.

Asked whether pro-EU MPs could help the United Kingdom stay in the EU by voting down the deal, Juncker replied: "I'm totally convinced that this is the only deal possible".

Winning warm greetings from her 27 fellow leaders on Sunday might be much easier for May these days than getting such treatment from her colleagues in government and Parliament once she returns.

With the 585-page withdrawal agreement dealt with among negotiators and a vague statement on future relations both ready to be rubber-stamped on Sunday, Spain belated demands on Gibraltar had been taking center stage.

"We will always negotiate on behalf of the whole United Kingdom family, including Gibraltar and in the future relationship we will stand up for their interests", she told journalists in Brussels. "It will be one of the most significant votes that parliament has held for many years on it will depend whether we move forward together into a brighter future or open the door to yet more division and uncertainty".

"A country leaving the European Union doesn't give rise to the raising of Champagne glasses or applause", Juncker said.

Spain has long claimed sovereignty.

Theresa May insisted her deal was better than remaining as a member of the European Union as she faced a grilling from the public over her contentious Brexit divorce agreement.

Mr Raab said the current agreement was unlikely to be passed by the Commons, and that ministers should contemplate a no deal.

Gibraltar's chief minister called for the letters of assurance, given to Spain on Saturday, in order to avoid a delay over the Brexit deal as "pieces of paper that will have no legal effect".

The prime minister said she would be campaigning "with [her] heart and soul" to get MPs to pass the deal in the House of Commons and "honour the result of the referendum".

The Sunday Times reported that Chancellor Philip Hammond - who warned on Saturday of "economic chaos" if there is no deal - is working with David Lidington, Amber Rudd, Greg Clark and David Gauke on trying to persuade Mrs May to adopt a softer Brexit which may be able to get through Parliament if her plan is rejected.
