Leaders from local and state governments, business, and civil society have come together in San Francisco for the Global Climate Action Summit organised by California Governor Jerry Brown to send a "clear signal" to national governments to step their efforts to tackle climate change.

"Against this urgent and scary backdrop and against the backdrop of inaction in Washington DC. we also heard a way forward" against climate change at the summit, said Jennifer Granholm, a former MI state governor.

"We're under attack by a lot of people, including Donald Trump", Brown said, according to multiple reports.

"There is now a shift in the focus". Governor Brown also used the signing ceremony to issue an executive order calling for California to be completely carbon neutral by the same year.

Leaders also unveiled a range of bold new commitments across five specific challenge areas aimed at taking their collective ambition to the next level.

Commitments included reducing carbon emissions, developing a low-carbon, regional transportation system, improving building efficiency and reducing food waste 50 percent by 2030.

Global warming, meanwhile, continues to gather pace: major storms bearing down on the United States eastern seaboard and the Philippines, and wildfires ravaging California, bear the unmistakable fingerprint of climate change, scientists say. "Let's get to work". Eight cover 100% of their needs with renewable power, and 27 cover 30% or more of their needs with renewable power.

Those cities are home to 54 million people, the group said.

The cities include Berlin, London, Los Angeles, New York, Paris and San Francisco.

Brown and Bloomberg are leading a global climate action summit in San Francisco that has attracted thousands of attendees and hundreds of critics who want more aggressive action against global warming.
