Salisbury attack suspects 'are members of Russian military intelligence'

Sergei Skripal, a former colonel in Russian military intelligence who exposed dozens of agents to Britain's MI6 foreign spy service, and his daughter, Yulia, were found unconscious on a public bench in Salisbury on March 4.

The council will meet in open session at around 11:30 am (1530 GMT), diplomats said.

On Wednesday, British Prime Minister Theresa May said in an official statement that the British police and intelligence agencies have identified two Russian nationals they believe were responsible for the March attack.

The Crown Prosecution Service said the men, who entered Britain under the names Alexander Petrov and Ruslan Boshirov, are being charged in absentia with conspiracy to murder, attempted murder, and use of the nerve agent Novichok.

Earlier in the United Kingdom found that the assassination of former Russian intelligence officer Sergei Skripal and his daughter Julia in Salisbury with the use of poison the Newcomer involved in the Russian Grushnikov Ruslan Bashirov and Alexander Petrov.

Mr Skripal and his daughter are recovering but a woman, Dawn Sturgess, died after being exposed to the contaminated perfume bottle apparently discarded by the would-be assassins in a Salisbury park after the alleged attack.

Russian officials have said they don't recognize the suspects - whose names are believed to be aliases - and Peskov said Russia "has no reasons" to investigate them because Britain had not asked for legal assistance in the case.

Mr Javid stopped short of naming President Vladimir Putin as being behind the orders but said "we all know what's at the top of the Russian government".

Prosecutors will not be applying to Russian Federation for the extradition of the two men, but a European Arrest Warrant has been obtained.

Hours later, the men left the United Kingdom on a flight from Heathrow to Moscow - two days after they had arrived at Gatwick. She has criticized London for turning down Moscow's request to see the case files.

Police said they were liaising with prosecutors about further charges in connection with the death of Ms Sturgess and the poisoning of Mr Rowley.

The officer continues to make good progress but remains off work, police said.
