California's net neutrality bill is one signature away from taking effect

California's state Assembly is attempting to turn back time on net neutrality by voting yesterday to approve a controversial bill that brings the state closer to enacting the Obama-era Federal net neutrality laws that were gutted by the FCC earlier this year.

California might become the first state in the nation to force publicly traded companies to put women on their boards of directors.

Net neutrality was in the national spotlight last week when Verizon was reported to have slowed the speed of the Santa Clara County Fire Department's wireless data.

The move by state legislators is a rejection of the Trump administration's repeal of national net neutrality rules that did not allow internet service providers to discriminate in their handling of internet traffic.

The bills all go to Democratic Gov. The bill also tasks the state attorney general with evaluating potential evasion of the net neutrality rules on a case-by-case basis. "This (bill) will catch on and affect the debate".

Even before the California vote on Thursday, the FCC has given its blessing to zero-rating policies, arguing that implementations by mobile operators such as Verizon, AT&T Inc. And it would make it illegal for carriers to exempt apps from consumers' monthly data caps if doing so could harm competing start-ups and small businesses in "abusive" ways.

Internet providers say they've publicly committed to upholding the values of net neutrality, but strict rules like California's would inhibit investment in faster technology. They expressed disappointment over the vote. Many fear the "cabelisation of the internet" that would occur under the absence of net neutrality.

"Internet users are still royally pissed off about the FCC's repeal". Ed Markey, D-Mass.

"Both the plain language and Congressional intent behind the Telecommunications Act of 1996 that Congresswoman Eshoo and I helped author make clear that today, broadband access to the internet is a telecommunications service", Markey said in a statement.

California is taking net neutrality regulations into its own hands.

"This should send a message to other states as well as to members of Congress, Americans are serious about the importance of net neutrality, and are ready and willing to fight for their right to create, communicate, and engage online without giant ISPs serving as gatekeepers", Stevenson said in a statement.
