A source with knowledge of the investigation told Fox News the letter was meant to "push back" on Mueller's request for an interview, "to make him work" to prove that he is lacking information about the case that can only be gleaned from an interview with the president.

No need of a pardon anyway, Trump tweeted Monday, because "I have done nothing wrong". The DOJ said that about $5.5 million of the cost from October through March was spent by investigators who do not report to Mueller and those expenditures would have been spent on the investigation irrespective of the special counsel's appointment.

Trump weighed in on Saturday on Twitter, asking "Is the Special Counsel/Justice Department leaking my lawyers letters to the Fake News Media?"

The possibility of a self-pardon appeared to be raised in a January 29 letter from Trump's lawyers to Mueller, published by the New York Times on Saturday, arguing that the president could not have obstructed the probe given the powers granted to him by the Constitution.

President Trump on Monday denounced Special Counsel Robert Mueller's Russian Federation investigation, calling the entire probe unconstitutional.

White House spokeswoman Sarah Huckabee Sanders, who was questioned repeatedly Monday about whether the president is above the law, said no, he is not.

The New York Times also published a June 23, 2017 memo from the president's legal team to Mueller, in which the president's lawyers suggest they are aware that Mueller might be investigating whether there was any obstruction of justice in the firing of Comey.

That's according to a financial report released Thursday by the Justice Department. "Having him testify demeans the office of the president before the world".

A spokesman for Mueller declined to comment to the Times. If Mr. Trump refuses to be questioned, Mr. Mueller will have to weigh their arguments while deciding whether to press ahead with a historic grand jury subpoena. Mr. Trump's legal team did not immediately respond to a request for comment. Trump also brought up the cost of the investigation in a May 20 tweet that asked, "At what point does this soon to be $20,000,000 Witch Hunt, composed of 13 Angry and Heavily Conflicted Democrats and two people who have worked for Obama for 8 years, STOP!"

Attorney General Jeff Sessions recused himself from the Russia inquiry after it was revealed that he had met twice with Russian Ambassador Sergey Kislyak during the presidential campaign and did not disclose the meetings during his Senate confirmation hearing.

The lawyers stated that Trump also can not be compelled to testify in the investigation into Russian meddling in the 2016 election, arguing that Muller has everything he needs in the "voluminous testimony and documentation" already provided.

For what it's worth, I believe the president does have the power to terminate Mueller's investigation and to pardon those being investigated, including, probably, himself.
