Musk's aviation company SpaceX has got approval from the City of Los Angeles to build The Big Falcon Rocket, or BFR, which will be used to explore Mars - a goal that Musk hopes to accomplish by 2022.

During a Thursday night session that lasted almost an hour, Musk and the Boring Company's project leader, Steve Davis, laid out their case for building a network of tunnels 30 feet or more beneath Los Angeles, starting with a 2.7-mile "proof of concept" dig.

More details are coming out about the Boring Company's plans for the tunnel under LA that runs 11 miles from downtown to the global airport.

Earlier in the evening Musk retweeted an LA Metro tweet that said it's coordinating with The Boring Company on its test and said the two will be "partners" going forward.

The biggest challenge, however, is digging the tunnel network.

After users suggested he was joking, Musk clarified: "I am actually going to do this".

Tesla-driving Angelenos may soon be able to hop out of their battery-powered auto, board an electric pod in a Boring Co. tunnel and get to the port where SpaceX is about to build massive rockets that it aims to fly to Mars. As part of its payload the Falcon Heavy is carrying Musk's cherry red Roadster from Tesla, his electric auto company.

The Boring Co. has already cleared some regulatory hurdles for the tunnel along Sepulveda Boulevard, which would connect with a two-mile test track that's under construction in Hawthorne across from SpaceX headquarters.

"Like a weird little Disney ride in L.A.", Musk, casually dressed in denim, said to laughter and applause.

Musk first had the idea to build congestion-dodging tunnels under LA while stuck in traffic in December 2016. However, the company is also facing rising costs, especially as it endeavours to match Elon's vision of creating a tunnelling system that can dig tunnels 15 times faster than current machines, at a tenth of the cost.

He showed what the tunnels would look like in a test run done in the company's hyperloop chamber.

"The crowd was majority male, and there were very few people of color", neighborhood leader Andres Cuervo told the Los Angeles Times.

What's interesting is that in his tweets, Musk says that the reason for prioritizing passengers (and presumably the reason for the low fare) is "courtesy and fairness", saying: "If someone can't afford a vehicle, they should go first".
